In your own words, what does set apart for God mean in the case of an unbelieving spouse and in the case of children who may or may not be believers?
Does this have anything to do with texts like: Genesis 2:24, Mark 10:8, Matthew 19:5, Ephesians 5:31? And why or why not?
Does this have anything to do with any of the various theories of predestination? And why or why not?
KJV renders a Great understanding of this Verse:
For the unbelieving husband is sanctified by the wife, and the unbelieving wife is sanctified by the husband: else were your children unclean; but now are they holy.
The Christian Spouse sanctifies their husband(being 1 flesh) permitting the Union - Paul goes on to teach that whose to say by this union The Unsaved Spouse may be converted.
Everything to do with it. Being that Two are Made one, Christ Love makes the Union Holy -
I'm sure in some cases.
Now I am a believer the bible supports all 3 - Predestined/Elect - Lost Sheep/Goats - Predestination to Eternal Damnation(i.e. Judas). I don't completely understand, how they work together. I just know I see evidence of all 3 scripturally.
I think many times God's elect marry only the elect because of the admonition not to be unequally yoked with unbelievers. But in the case of those married in a state of unbelief, both might be elect. One becoming a believer sooner than the other. And the same being true with their children, no matter how good or wicked they might be. “And brought them out, and said, Sirs, what must I do to be saved? And they said, Believe on the Lord Jesus Christ, and thou shalt be saved, and thy house.” (Acts 16:30–31)
I think the probable background text is Malachi 3:13-16.

Set apart to us means sanctified. (set apart for good (God's) use.
Do you know that one of the fastest way to get spiritually polluted is to sleep with someone?
If a person has unclean spirits, many of those can rub off you if you sleep with an unsaved, unbelieving or manufactured christian person.
Likewise, I would imagine that if you have the Holy Spirit and marry a not so believing person, when you unite to her, the light may expel the darkness.
As for the children of unequally yoked, best thing to do is to dedicate the children early in the Christian Church, but wait until over 12 for them to decide if want to be baptized.
Gen 2:24. Some christian groups affirm that the trespass in the garden was about sexual relations and not fruit eating, they even cite verses like:
Pro 30:20 This is the way of a woman committing adultery: she eats and wipes her mouth, and says "I have not done wrong."
Lots of controversy on this. Some groups even say that there is a biological difference between tares and wheats, and that children of the evil one are true beings but different from regular humans.
I tend to agree more with David Taylor: just as you can have a biological father, yet God is your Spiritual father, so there can be humans with biological fathers, that spiritually have the evil one as spiritual father.
I think one of the problems with marriage is that not many pray to God for guidance in the subject.
Many are attracted to the person because of looks, social standing, similar outlook, etc. But only God can see beyond to see if the prospective partner is a good match for the person's life work.
I do think that even if a sincere Christian makes a mistake choosing a partner, God can allow a greater work miracle to happen in the person's life, so that even if a tare, if God is moved by faith, then a change of nature can happen.
Tares have a role to play on Earth and for the benefit of the plan of salvation. Should you suspect of some coming across you, you should pray for them and ask God for wisdom to deal with them effectively.
Now there are a lot of elected christians, that behave as if they were tares, when they are actually not.
Master example is the Apostle Paul. Colluder in the killing of christians, persecutor, illicitly enriching through the commerce of hides from the temple, etc.
Yet when encountered God, all changed, and he had to start seeing without the scales obstructing his spiritual sight.
Predestination seems to not be black or white issue, it seems to have many gray areas, so discernment of spirits gift is very needed.
